Joop is correct in pointing out that a Wilkinson divider works like a 
"rat race" hybrid for matched loads. However if there is a small 
mismatch in the "real-world" loads connected to the divider, the hybrid 
provides a way to "suck up" the power reflected by the loads.

Domenico is correct, and Joop is wrong in saying that the hybrid has a 
3dB loss while the Wilkinson is lossless. Put 2 watts into either type 
of divider, and 1 watt will appear at each of the divider/hybrid 
outputs. The "3 dB loss" statement probably comes from the fact that 
half of the power (i.e. -3dB) goes to each port.
