Phase 4 orbit

This would not be an issue with a "near stationary" orbit that drifts around the equator, like Arsene.  But even without needing stationkeeping fuel, I suppose that far more energy is required to get into a near-stationary orbit than a HEO (highly elliptical) orbit.
