RUBIN 2 - Why it remembers frames

I found out why RUBIN 2 is remembering frames sent to it - per
http://amend.gmxhome.de/funktionen.htm - RUBIN 2 includes the functions below.
Note:
Packets with "000:" sent by the earth station
Packets with "001:" sent by RUBIN 2

- optional: Digital language memory (up to 60 sec. duration, cycle until 2
minutes, is if necessary loaded by the command station)
- IOP (in-orbit-Programming) of the PIC
