The petition is on the AMSAT web site at

Under the current rules, to be proper and legal, a US satellite must be
registered 27 MONTHS before launch. Given the rapidity with which launch
opportunities develop and mature, 27 months is totally impossible and
unworkable. This petition seeks redress of a bad rule. You could help by
writing the FCC in support of the AMSAT RM-10621 petition.
