My initial assumption without yet having read the petition is that 30 days 
prior to an amateur satellite launch the FCC needs to be notified rather 
than the current 27-month notification. This is a big plus for amateur space 
payloads. If launch space suddenly becomes available then amateur payloads 
have an expedited opportunity rather than having to wait 2 1/4 years.
