[amsat-bb] SAFIR-M: Use TLE "Payload A"

Hallo,

following several listeners reports and analyses
for suitable 2Lines, we recommend to use the
TLE for NORAD #27605 (CELESTRAK: PAYLOAD A).

The NORAD TLE "SL-24 R/B - RUBIN-2" are a wrong
assignment since the start on 20th of december!
