Hi John and the list
As far as I know, that's not exactly what happened.
There was signed an agreement between the POSAT consortium
and AMSAT-PO to open POSAT-1 to amateurs worldwide.
Unfortunatly, despite many meetings, a crucial point never
had been agreed: how to share the use in time. Several solutions
were proposed but none was acepted, so amateur downlink
was discontinued (there was also the issue about no download
of pics, but I don't remember to have heard any complaints).
Meanwhile time passed, AMSAT-PO went "QRT", POSAT-1
was requested to be used on new missions, and amateurs "lost" it.
Maybe in the future, when is comercial mission is finished,
it will be return to ham bands. That's just a thought ;0)
Season Greetings to all
