HF dxer's have the same problem...the best solution is a QSL manager in a
country with more reliable postage...

Maybe someone stateside could offer to serve as QSL manager for some of the
more active Satellite operators in countries where postal conditions are
dificult.  That would at least make confirming the country reasonably
possible.  The job might not be too overwhelming, since the activity on the
DX satellites is light compared to HF.  (100's but probably not 1000's of
QSO's).

I've received lots of HF QSL cards from Russia via the buro, but you do have
to be patient.  If you send a card via the buro today, you can hope for a
return in 2-3 years! (but only if the operator there uses the buro).
