It is very difficult due to the corrupt mail system in Russia.  They cannot even afford the slow buros used in Mexico :-))  I have even had friends mail cards for me from Moscow (uisng Russian stamps) when on a business trip and it does not make it to the ham!  If your mail looks at all interesting ($), it will never get to the intended recipient.  Send the card in a very plain envelope with hand writing, with no call signs.  Use dull, unintersting stamps also.  Do not fold envelopes inside as the bulk is another giveaway.  Make sure the green stamp or the IRC is not visible.  Sometimes it works and I get a return card in a few weeks.  Other times... nothing.  I have not found the ARRL buro to be any better--still wishing to get a card some day from UA4HTJ and RX3DTY.

My worst 5 for getting return cards are:  R, FY, 9Y, LU, VE.
My best 5 for QSL'ing are J, D, VK, ZL, and SP.
