I don't know if it was supposed to be visible for you at the time, but you 
have perfectly described AO-7, and the frequency is right.  See

The modulated CW tone indicates that either it is not getting enough sunlight 
or someone is running much too much power on the uplink.  It is unfortunately 
not unusual for users to run way too much uplink power.
