What you heard was AO-07 telemetry.

This signal might be common but I've not heard it before! On 7 Dec 02
at 2030 UTC from Central California there was CW telemetry with a rough
T1 note. The telemetry was composed of multiple three number
groups followed by two HI's. CW rate was about ten WPM. The beam
heading was NNW on a frequency of 145.971. The note seemed to be
modulated at a 20 hertz rate producing a gargling sound.
At the time AO10, SO41, RS15, SO33 and MO46 in view. Could it be
that SO33 faulted to CW at the time and I was hearing one third the
beacon frequency? Not likely but interesting indeed. Cliff K7RR
