Thanks, I remember that discussion now - it has to be the sideband.

Oddly, I could not find the S2 beacon today.

There was some discussion of this a while back on the BB.

It is believed to be one of the sidebands of the HELAPS modulator.  There 
is another signal on the HF side as well, which supports the theory.  I can 
hear both on the 10ft dish here.
