I'm not sure if we are talking about the same thing,

The SETILeague has had this beacon on the air for the
better part of a year.  However, they have only
recently started running a 180 watt PA.  People will
probably need eme class stations to receive the
signal.  SetiLeague members ARE getting it with 3
meter dishes.
