Huh?  I think there is a missconception here..

1) SATgates dont transmit.  They only monitor the downlink and collect
packets for delivery to the http://www.ariss.net web page so everyone can
see them...  They cannot possibly interfere with anyone...

2) The packets they collect can be anything and there is no
discrimination to keyboarders

3) APRS is a keyboarders protocol using the same UI packets to
communicate as any other keyboarder..  The only difference is two
overhead bytes (two ":" colons) in the packet to help identify the
intended receipient.
