[amsat-bb] WiSPDDE 4.0 & 'Transparent Tuning'

Hi,
    The 'Type Mismatch Error' while loading WiSPDDE v4.0 was corrected.
Configuration retrieving from Windows Registry was buggy but old users of
previous versions would not see this error.
    The web page was updated, both executables and sources.
