Hmm, poor man's? ;-)

Actually, now is a good time to build a nice frequency reference.  There's
been a number of circuits published that use TV line frequency as a
reference (here, at least 2 TV stations use a rubidium based line frequency
generator), and I've also seen a circuit that locks a crystal oscillator to
a GPS reference. 

Only problem with the TV based systems is that they'll be useless in VK
after 2008, when analog TV is phased out in favour of the digital TV that
officially started yesterday.
